In terms of supply & demand, why teenagers are only pay, say $7 an hour in food joints like McDonalds?

Lots of teenagers chasing not enough jobs. Oddly, S%26amp;D also works in high-cost-of-living areas--in Washington, D.C. and New York, they have to pay $10.00/hr. to get ANYONE to work.
